Since you sent the items certified, have the post office trace it. Royal Holiday is simply lying toyou in the hopes you will give up and go away. The post office will tell tou the date and time it was delivered. i hope you had return receipt for the certified mailing. Even if you did not, the post office should be able to tell you the delivery information. The only problem is that Mexico is a corrupt Third World countrry, and that alone might cause you problems.
Personally, I would never have anything to do with anything in Mexico.
I learned the hard way that whenever you send anything like that,(and to research a company thoroughly before getting into a large deal like that) to pay a little extra for a tracking number, that shows proof that you shipped it, and can tell where the package is at, and if they got it or not. Sounds like Royal Holiday may be lying to you. I don’t think you have a case against the post office, but I would call an attorney and get their opinion on the matter. I wouldn’t let this situation go though. If you paid with a credit card, try disputing the charge. Good luck!
Have you talked to the post office? My experience with them is that they get to say oops! and you are left holding the bag. They have some small print at the bottom that says so. I dont send anything with them that absolutely needs to get somewhere by a given date.
