I’m trying to publish a magazine with very constrained cash. What software package really should we get to edit it and do you know a more affordable way of finding it then buying it from Adobe?

On restricted money, maybe an Education and learning or University student Version. Other then that I’d advise going open up resource.
For Illustrators substitute there are two selections equally with downsides. SK1 (http://www.sk1project.org) – Have not made a Windows or OSX model however but has help for CMYK & colour administration.
Inkscape (http://www.inkscape.org/) has support for Windows and OSX but doesnt have support for CMYK or colour administration.
Use Scribbus in exchange of InDesign : http://www.scribus.net/
and Gimp in change of Photoshop: http://www.gimp.org/
Once you get some much more money then you can shift about to the Adobe suite or even maintain using the open source and donate to their work.
